The Procurement Shared Service (PSS) provides specialist procurement support to Higher Education Institutions (HEIs) to help them secure best value from their procurement activities.  We specialise in developing procurement expertise, influence and performance within HEIs and Further Education (FE) Colleges.  Working across all areas of procurement development, and aspects of management, our consultancy will enable you to deliver improved procurement efficiency and effectiveness in your institution.


PSS is a part of Southern Universities Purchasing Consortium (SUPC) and Southern Universities Management Services (SUMS Consulting). Both SUPC and SUMS have been operating exclusively in the higher education for over 40 years and are immersed in this landscape, which gives us unrivalled detailed knowledge of the HE sector. We fully understand and participate in the strategic development of procurement in higher education and also understand the culture and organisation of HEIs. 


We are owned and managed by our members, are a registered charity and operate as a not-for-profit organisation. We draw upon the expertise of procurement experts and management consultants. Most of our procurement experts have held senior procurement positions within the sector as well as had experience in other public and private sectors. Our management consultants cover many specialist areas and have undertaken assignments in many HEIs; in particular, they work closely with our procurement experts on assignments that require organisational change or strategy development.


We have worked very closely with the Office for Students (OfS, formerly HEFCE) and the Leadership Foundation to deliver Procurement Maturity Assessments to over 95 English HEIs; this was a key recommendation of the 2011 UUK report by Professor Sir Ian Diamond on sector Efficiency and Effectiveness. In his 2015 follow up report, the success of our PMA programme was acknowledged as contributing to the sector’s improvement, and the report recommended that the PMA programme continue.
